1)Create a new file with black background and white text .

2)Duplicate the layer , go to Filter--Blur--Gaussian Blur and use 2 , 2 . Right click on layer--Blending Options and use this settings
The image must look like this :

3)Move the layer with the original text above and select Blending Mode overlay
