1)Start with your text on a background . For this totorial i will use this background
2)Duplicate the layer with the text . Hide the layer with the original text (Press the eye near the layer).Select the duplicated layer , press M and 20 times the Down Button.
3)Go to Filter--Render--Lightning Effects and press ok . Now move the layer with the original text above and press the eye again.
4)Select the copyed layer and press 20 times Up Button
5)Select again the layer with the original text , go to blending mode and add some Inner Shadow . Final result :
