1)Open a picture made in dark
2)Go to Image--Adjustments--Desaturate (Shift+CTRL+U)
3)Press Ctrl+U and use this settings :
4)Go to Images--Adjustments--Selective Color and use the settings below :
5)Create a new layer , make it white , add Filter--Render--Clouds , Filter--Texture--Grain with Intensity-44 , Contrast-21 , Grain Type-Horizontal and from Blending Options choose overlay
