1)Create a new file , press D and apply Filter--Render--Clouds.
2)Apply Filter--Render-Difference Clouds
3)Now Filter--Artistic--Cutout and choose the settings to : (number of levels:8; edge simplicity:5; edge fidelity:3) , then press ok.
4)Press CTRL+U and apply : 90 80 5.
Final result :
