1)Create a new file with black background . Write the test in white , duplicate the layer and hide it (click on the eye located in the right of the layer).

2)Go to Image--Rotate Canvas--Rotate 90 CW , Filter--Stylize--Wind 2 times in both directions :
3)Go to Image--Rotate Canvas--Rotate 90 CCW and apply again Filter--Stylize--Wind 2 times in both directions :

4)Apply Filter--Distort-Ripple with 100%.
5)Click on the layer with the duplicated text , put it above and change the text colour in black . Right click on Blending Options and click on Bevel and Emboss.
6)Press Shift+Ctrl+E , add some colour by pressing Ctrl+U . Choose Colorize and apply 200 100 0.
